An interesting, and certainly accurate take on Rogernomics - but I see this as a positive (if too small) step towards public ownership. It sets the tone for more. Labour’s 1984-2008 failings are self evident but this looks more like Meidner Plan style social democracy than run of the mill liberalism.
Unfortunately, I do not have the same faith in Labour that you do. All they do is tinker around the edges, making it look like they are doing something where in fact they are not.

My view is the only plans labour has is to tinker around the edges of this neoliberal system we live in. This is an example of that tinkering.
